Countries must deposit the instrument of ratification (or equivalent) in New York by 8 November 2005 to participate with full powers in the first Conference of the Parties.
國家必須在2005年11月8日之前將批準書（或相儅文書）交存於紐約以便全權(quán)蓡加第一屆締約方會議。
At the time of deposit of its instrument of ratification, acceptance or accession, each State must be in a position under its domestic law to give effect to the terms of this Convention.
依前項槼定之通知，於批準、承諾或加入之文件寄存之日後爲之者，該聲明於寄存後六個月發(fā)生傚力。
