An Activity diagram must be owned by an Activity and must fully and exclusively depict the semantics of that Activity.

A business worker would not be shown in an activity diagram for a business use case itself, but it would be shown as part of the business use case realization.

For example, if an operation can be modeled completely as an activity diagram there should be no reason why that operation implementation could not be generated.
